Francis (Frank) Lacey, long time Bartlesville resident, passed away on Sunday night, December 8 at Forest Manor Nursing Home. A native of Detroit, Michigan, Frank was born on April 5, 1931 to Michael Francis Lacey and Margaret Lenore (Lacey) Lacey. He was reared and received his early education in Detroit. He attended St. Michael's College at the University of Toronto, Canada where he studied to be a Priest of the Order of St. Basil. After six years of Seminary College at UT he decided not to pursue Priesthood. In 1954 he graduated from UT's Honors Program in English Language and Literature. In 1957, he received a law degree from the University of Michigan, where he served as an editor of the Law Review and was a member of The Order of The Coif. He took a position as an International Law specialist for Chrysler Corporation working for the company in Detroit; Geneva, Switzerland; Paris, France and Mexico City, Mexico. From 1975 to 1978 Frank taught International and Contract Law at Vanderbilt University Law School in Nashville, Tennessee. In 1978, he took a position with Phillips Petroleum as an International and Domestic contracts attorney where he worked until his retirement. In 1960, Frank married Susan (Monaghan) Lacey. Frank was a member of St. James Catholic Church where he sang in the choir. For many years, he was in charge of the church's religious library and he delivered meals to shut-ins through the church's food program. He was a member of Downtown Kiwanis and greatly enjoyed the program the club participated in of having the children at Jane Phillips School read to adults. Frank spent many mornings listening to these children he held so dear. He also helped establish the soccer program in Bartlesville, assisting in building the first soccer fields in the community. Frank was on the board of the Shin'enkan Conservation group, a docent at the Tallgrass Prairie Preserve, and a frequent helper at the Frank Phillips Home. He is survived by his his wife, Susan Lacey and his children John Lacey of Bartlesville, Michele Lacey of San Antonio, Stephen Lacey of New York City, Christopher Lacey of Bartlesville, his beloved kitty HoneyBee; his in-laws Marilyn Lacey Jacoboni of Farmington, Michigan, and Mary Ann Rochette and her husband Edward Rochette of Colorado Springs, Colorado; and eight nieces and nephews. He was preceded in death by his parents and his brother Joseph. Services will be at St. James Catholic Church, 5500 Douglas Lane, at 11 AM on Saturday, December 14. Arnold Moore & Neekamp Funeral Home, 710 Dewey Ave., Bartlesville, OK, are handling the arrangements. In lieu of flowers memorials may be made to the Price Tower Arts Center, P.O.
